Make-ready is one phase. Turnover is the path that may include cleanup, junk, locks, make-ready, or renovation. We will not sell you paint if the unit still has a couch in it.

Can this start before the setout?

We can plan it. We cannot enter as if you already have possession. The first on-site work waits for the writ.
